More Than $27 Million in Capital Funding Awarded to Transform Health Care in the Adirondack Region

The Governor’s office announced Friday that eight health provider organizations in the AHI Performing Provider System (PPS) will receive more $27 million for health care transformation in the Adirondack region as part of the Capital Restructuring Financing Program (CRFP) and Essential Health Care Provider Support (EHCPS) Program.

Both the CRFP and EHCPS programs were established by the New York State Department of Health and the Dormitory Authority of the State of New York. The CRFP grant program supports capital projects that help strengthen and promote access to essential health services including projects that will improve infrastructure, promote integrated health systems and support the development of additional primary care capacity.

The EHCPS supports the creation of financially sustainable health systems through hospital mergers, consolidations, and other restructuring activities.

New York State Department of Health Commissioner, Howard Zucker, stated “Due to the large number of applications received in response to the CRFP Request for Applications, only about 20 percent were awarded funding.”

The CRFP grant program complements the Delivery System Reform Incentives Payment program (DSRIP), an initiative launched in 2015 by the New York State Department of Health to fundamentally restructure the health care delivery system by reinvesting in the Medicaid Program.  DSRIP is designed to meet the needs of Medicaid beneficiaries and low income uninsured individuals in local communities by improving care, improving health, and reducing costs.

AHI PPS DSRIP Background

Across the state, Performing Provider Systems (PPS) were formed as a collaboration between partners to implement DSRIP at a regional level. The AHI PPS represents a nine county, 11,000 square mile region (Clinton, Essex, Franklin, Hamilton, Warren, and Washington Counties, and portions of Fulton, Saratoga and St. Lawrence).
