Many potential partners have asked to be included in the planning process. Based on their service areas, the geography currently includes all or parts of the following counties: Clinton, Essex, Franklin, Fulton, Hamilton, Saratoga, St. Lawrence, Warren, and Washington. The final project plan may have a slightly different service area.
